Voluntary Organizations Active in Disaster Southeastern Pennsylvania Chapter is an organization that works within the American Red Cross to train people to help in the recovery efforts after a large-scale disaster. VOAD volunteers are trained and then encouraged to participate in disaster education and preparedness activities across 5 counties. This method of coordination prior to a disaster has proven to be helpful to communities where large scale disasters have occurred such as New York City
